Under the existing rules, the Andhra Pradesh Government Life Insurance Department issues the Endowment Insurance Policies to the Government employees based on the maximum insurable age of 53 years and these policies will mature at the age of 58 years. In the Government orders fifth to seventh read above, the compulsory premium under the policy has been revised as and when the Revised Pay Scales were implemented to the State Government Employees based on the recommendations of the successive pay revision commissions and the existing rates are prescribed in the G.O. seventh

2. In the reference 2nd cited, the Government enhanced the age of superannuation of the State Government employees from (58) years to

Consequent to enhancement of age of superannuation from (58)years to (60) years and introduction of the Revised Scales of Pay,2015, the Director of Insurance, in his letter 3rd cited, has sent proposals for enhancement of the maximum Insurable age from 53years to 55 years and to revise the rates of compulsory premiumbased on the Revised Scales applicable to various categories ofemployees. The Government in the memo fourth read above, permittedthe Director of Insurance to take necessary further action and submit detailed proposals after consulting the Actuary and the Accountant General, A&E, Andhra Pradesh.

5. Accordingly, the Director of Insurance has submitted necessary proposal in his letter ninth read above.

6. After careful examination of the proposal of the Director of Insurance, Government hereby order that the maximum Insurable age under the Andhra Pradesh Government Life Insurance Scheme be raised from 53 years to 55 years and the rates of compulsory premium under the scheme shall be revised as detailed below and accordingly

the above revised premium rates shall be recovered from the pay of

March, 2016, payable on 01.04.2016.

9. The Drawing and Disbursing Officers concerned are solely

responsible for effecting the recovery of revised premium from all the

eligible employees (i.e. who are below 55 years of age) from the pay of

March, 2016 payable in April 2016 duly forwarding the requisite

proposal forms and obtaining the requisite policies from the Insurance

Department intact. If the fixation is delayed for any reason, the

premium shall be recovered only from the month of drawl of pay

fixation arrears and in such case, no arrears of premium shall be

DDOs are requested to follow the above instructions scrupulously.

11. The Director of Treasuries and Accounts, A.P., Hyderabad and the

Director of Works Accounts, Andhra Pradesh shall issue suitable

instructions to all the District Treasury Officers/Treasury Officers/

Pay & Accounts Officers under their control, to ensure that the above

revised premium rates with reference to new pay slabs are

implemented from the pay of March, 2016 payable on 1.4.2016 and

ensure cent percent coverage of eligible employees under Andhra

Pradesh Government Life Insurance Scheme. The District Treasuries

and Sub-Treasuries / Pay & Accounts Officers (works), and the Pay

and Accounts Officer, A.P., Hyderabad should verify the collection of

premium as per the slab rates before passing the salary bills.

12. The Director of Insurance, Andhra Pradesh, shall ensure that

policies are issued to all the subscribing employees expeditiously after

the applications are received in his department duly following the

normal procedure.

13. All the Departments of Secretariat / Heads of Departments are

requested to issue suitable instructions to their subordinate offices to

ensure that all eligible employees are brought under the Andhra

Pradesh Government Life Insurance Scheme.

APGLI INFORMATION

                                                        APGLI INFORMATION
The APGLI Department is one of the oldest departments in the State. The Scheme was originally started in 1907 by the Nizam of erstwhile State of Hyderabad for the welfare of his employees. 

A Management Committee used to run the scheme initially in the name of Family Pension Fund. Later the scheme was renamed as Hyderabad State Life Insurance Fund in the year 1913.

After formation of Andhra Pradesh state in 1956, the scheme was changed as "Andhra Pradesh Government Life Insurance Fund". The first Managing Committee meeting after formation of Andhra Pradesh State consisting of 4 members, one Secretary and a President was held on 25-9-1957 and Sri B.Gopala Reddi, the then Honorable Finance Minister was President of the meeting.

APGLI Scheme is a Social Security Measure for the welfare of the Government employees and is mandatory for all Government employees and provincialised Local Body employees

APGLI Department is under the Administrative Control of Finance Department.
1. Till 1976, there was only one office at Hyderabad.
2. During 1976, the department was reorganized by opening four Regional Offices, one each at Hyderabad, Warangal, Vijayawada and Kurnool. The following were the Regional Offices' jurisdiction: 
  1. The Government employees who are between 21 and 53 years of age are eligible for taking   APGLI Policies.
  2. The APGLI Department issues only Endowment Policies which mature one day before attaining(58) years of age.
  3. APGLI policies do not lapse.
  4. The Premium rates are low.
  5. APGLI Premium is exempted from income tax under section 80C.
  6. Attractive Bonus rates.
  7. The present rate of Bonus is Rs 100/- for every Rs 1000/- Sum Assured per annum.
  8. The Loans are sanctioned up to 90% of Surrender Value.
  9. Only Simple Interest of 9% per annum is charged against loans sanctioned.
  10. In case of maturity of the policy, the total Sum Assured and Bonus till Date of Maturity are paid to the policy holder.
  11. If the Policy Holder ceases to be Government servant, and decides to surrender the policy by discontinuing the payment of Premium, the subscriber will be paid the Surrender Value and the eligible Bonus.
  12. In case of Death of policy holder before maturity of the policy, the full Sum Assured along with Bonus till date of death are paid to the legal heirs.

    3. The Regional Offices were closed during 1998 and the Department was again reorganized by the Government, by opening (23) District Insurance Offices in place of the four Regional Offices, one in each District Head Quarters, except Krishna at Vijaywada, in order to go nearer to the policyholders for rendering better service.
    4. The District Insurance Offices have only one Gazetted officer either Assistant Director, Deputy Director or Joint Director, in each District Insurance Office who will head the Office, followed by non-gazetted staff.

  • The Govt. vide G.O.Ms.No. 199 Finance(Admn.II) department dt-30/07/2013 the Govt. have removed the condition of requirement of one year service from the date of issue of Orders.These Orders are effective for the Policies issued w.e.f 01/08/2013.

    The Drawing and Disbursing Officers concerned are therefore requested to recover the compulsory premium of A.P.G.L.I. amount which was prescribed in the Government orders from time to time to deduct the compulsory premium from the date of payment of first salary soon after he/she jains the Government service without waiting for comletion of one year service, who are in the insurable age of 21-53 years.

    All the Policy Holders are hereby requested to submit the following information while submitting applications for sanction of Loan/Settlement of Claim cases for making payment online & sending SMS.
         1).Employee I.D Number.
         2).Mobile Number.
         3).Xerox copy of First page of Saving Bank Pass Book to be enclosed to the application duly containing the following.
              a).Showing Bank Account number
              b).Bank branch name
              c).IFSC Code


         4) .cfms download form

    Otherwise such aplications will be objected without processing in future.
    For issue of Policy:-
         Mobile Number may please be mentioned in Proposal Form for sending SMS for fresh/enhanced policy number details.

  • Major Head 8011 – Insurance and Pension Funds.
  • MH 105 – State Government Insurance Fund.
  • SH (01) – Andhra Pradesh State Government Life Insurance Fund.
    2. The premium is recovered at source in the salary bills of the employees and the details are sent through schedules.
    3. The employees whose salaries are not paid through Treasury/PAO and who have to pay the premium through Challan have to credit the premium to the above head of the account.
    4. Please quote the department service head and also DDO number in the Challan.

  • The employee has to request his/her DDO to deduct One rupee extra in addition to regular premium in the salary schedules for one time only.

    After deduction, the employee has to submit a declaration form on a paper stating that he/she has lost the policy or the policy is destroyed and that he/she has not mortgaged the policy anywhere. This declaration has to be signed by him/her and attested by DDO / Head of the Office.
    The employee has to submit the above declaration form along with the copy of the monthly schedule to the respective District Insurance Office for obtaining the duplicate policy.
